Default turnpoint filter

By default when opening the turnpoint dialog, no filter is selected and so no turnpoint is visible. That can be confusing.

I suggest that the user should be able to configure his default filter.
Alternatively, the last filter used could be remembered.

The last filters used are already remembered (except for name where it does not make sense) during an xcsoar session. And when a filter is defined (or when the full list of waypoints is less than 500 elements) the result will be shown immediately on opening of the dialog. And for some of the filters it simply does not make sense to remember them across restarts of xcsoar (e.g. why would I preselect a direction of 180 degrees?).
