why don't you use local time?
Because UTC is the standard aviation time. Everything aviation related uses UTC times (e.g. personal flightbook, gliders flightbook, METARs, TAFs clearance times, ...). And even gliders sometimes pass a timezone boundary which would make interpretation extremely difficult.
why is the landig time wrong (year, time)?
A bug.
