File selector lists don't refresh correctly when scrolling backwards

Description
Observed on WIN32 only.
To reproduce:
Open "Nav > Task > Manage > Browse" (make sure enough files exist for scrolling).
Scroll to the end.
Scroll backwards.
The repaint problem is most obvious by clicking on the "Up" arrow of the scrollbar but
dragging the scrollbar thumb or the mouse wheel also often shows the issue.
