Task Manager -> Manage -> New Task goes to Rules??

when I try to create a task by pushing the "New Task" button it takes me to Rules instead

I'm not sure this is the desired behaviour... we should have a closer look. actually I have to find that "New Task" button first. The one I have in mind right now is called "Clear"...

This is by design.
"New task" does two things:
1) it clears all the turn points
2) it loads the task rules from the task defaults
Then, it takes you to the task rules page so you can enter the basic rules, task type etc, prior to entering the turnpoints.
In my opinion, this makes sense but I did not do any user testing on this aspect of the task manager.

Whats wrong with that? Different task types have different rules (i.e. like the available turnpoint types) so the rules have to be set first.
