CU Task ".cup" file import - read max start height

Description

When reading a .cup file CU task, XCSoar whould read the MaxHeight? property of the start point (ObsZone?=0). Note the units. I don't know about the finish height (there is only a "MaxHeight?" on the finish point).

Fixed but did not do anything about "Minimum Finish Height." Minimum Finish Height is not supported by See You .CUP files. XCSoar will use its default for Min Finish Height.
